Today, the measure of a country's development is measured on the basis of good performance in three dimensions of health, education and economy, which is called human development. Attention to environmental indicators is always criticized. For this reason, in articles to rank the development of countries, the environmental index was also calculated, but research results generally show an unrealistic position for industrialized countries and even countries with low welfare for development. For this reason, in this study, we used the data envelopment analysis method to calculate the average efficiency of human and environmental development indicators introduced by the United Nations with the highest scale of each index and ranked the countries based on the highest average efficiency.
